With an annual budget of more than $4 Trillion, the U.S. government has a lot of money to spend; but it also has a lot of tasks to accomplish with that money. Defense is the third largest expense for our country, with an estimated $110 Billion being spent on physical capital investment in 2017. $6.2 Billion of the Defense Department’s total physical capital investment money is being used for military construction.
Broad military construction spending swings require that scalability be considered when constructing facilities. An example is the 48% decrease in military construction expense between 2010 and 2017’s estimated outlay, and the 23% decrease in overall defense procurement for the same timeframe. These shifts are created by changes in governing philosophies, conflicts worldwide, and many other factors. Not only does spending change significantly, but so does personnel headcount. As you can see below, the Department of Defense has dropped by 50,000 employees since 2010.
The DOD must take into consideration all these variables when making decisions to construct facilities, whether they are built on military bases, or other areas, across the nation.

Many military installations are not necessarily always on the beaten path. Modular building construction significantly reduces the number of people and materials that need to be transported to the construction site. It also minimizes those working within secure areas. Construction workers are not always plentiful in remote areas, but with modular construction much of the work is done off-site in areas where more workers are available.
The Department of Defense, does and I suspect will continue to purchase and lease temporary modular buildings, because they have found that there is not a more flexible building solution.
